has any one use the programmable fuel injection
I should point out, this is not for me, some one I know in my town has a fiat ,we became friends, he is getting his engine rebuild, I believe it a 82 ,2.0 fuel injection,

It might be best to find out what your friend intends to do with the car. If they are going to autocross or track the car there may be some merit in going with a programmable FI set-up. If he's rebuilding it for street or hoping to get a little more performance there are other much less expensive upgrades (ignition, cams, head work, etc.) that he can do that provides a better bang for the buck.

I have Megasquirt on my 81. A great learning experience and I feel it is a requirement for my future forced induction plans.
The build and instal were a steep learning curve. The biggest thing I learned was how good the original Bosch set up is.
As with the earlier post, i feel that some serious engine upgrades will be require to out perform the original set up.

IMO it's not worth the effort unless the car will be turbo or supercharged.
On a naturally aspirated car it's a lot easier to bolt on a larger single or dual carbs. It's a huge pain to make programmable EFI work on a car with hot cams that has to be tractable on the street. Most people who I talked to still had issues after years of messing with their FI. Jeff and I gave up after 2 years and bolted on dual carbs. Car made more power...
The stock FI will be fine up to ~130 HP.

Not exactly.
My thoughts are that a radical street engine or a turbo/supercharged engine would benefit from programmable injection.
I feel the stock Bosch system can be made to perform well with reasonable street modifications, such as the ones you referenced above.
You cannot beat the sound of twin carbs on a fiat!!
