Re: 1976 fiat spider
The diagram information I have shows 6 relays under the hood on the left side fender well ( driver side). They are in 2 rows of 3 relays. The relay that is closest to the firewall and engine is the horn relay.
A common problem is the slip ring in the steering column. Pressing the horn button does not provide the required ground to the horn relay,
The horn uses a different relay than the engine coolant fan. The relay forward of the horn relay ( middle relay in the row closest to the engine) should be the fan relay.

I must have the same diagram as spider2081, as my input is the same. The only other thing I'll add is that I believe the wires to the horn relay are yellow, violet, and black/violet, although I've sometimes seen them listed as light blue, violet, and black/violet. Might depend on the month of production for your car.

Re: 1976 fiat spider
I bought some horns second hand recently and one didn't work. Sort of clicked quietly when I put voltage across it. I got it working by turning the cross headed screw in the top cover. This somehow adjusts the pressure on the diaphragm inside the horn. Mine is the type fitted to the 1977 Spider - snail shell shaped, not the trumpet version.
