wire problems

I have to have the hazard lights on when i drive the car or it will shut down. is there any way to drive the car without the hazard lights being on?

sure, just find the problem and fix it. Sounds like an ignition switch/wiring issue. You're going to need a test light, voltmeter and a wiring diagram

Mike means that if you state the year (and whether it's carb'd or FI if it's and 80), then you don't make us look up by your profile what car you drive. (Apologies Mike, I'm not trying to step on your toes, only clarify.)
Which I did. Then I went to the wiring diagram for the 1979's (provided free of charge by Brad Artigue at http://www.artigue.com/fiat.php
There is nothing ignition related on your hazard switch. The only thing besides ground and lights that's on it is the exhaust gas sensor indicator. So I'm guessing someone has tapped into one of your lines on the switch for power to some ignition related item. It could even be at the fuse (#1 or 9). I think this because when you have the hazard switch engaged it is completing a circuit. I suspect #9 because it's a red wire.
