Rear Caliper Handbrake / Emergency Brake

I have dismantled both rear calipers from my 1970 Spider.
The arm that houses the ball to the end of the brake cable freely rotates on one, but not at all on the other.
Which is correct?

They should rotate freely. Work on the stuck one and you should to be able to free it up.
