I'll plug my own writing - go to my website and read the engine modifications "book"...tis free.

In just about any state except California you'll pass emissions with the bigger, better Webers. 32 ADFA is a decent upgrade, 34 ADF is a great upgrade. 36 ADL you need a better head. DFEV is great but not in the same "family" as the A series that were bolted on the later Spiders, like your car.

ADHA can be a bit tricky to rebuild; it is an unfortunate result of overzealous emissions controls. The major rebuild kit - the one that includes all of the parts for rebuilding the pneumatic secondary and various valves and ports - can be had from Obert (http://www.fiatplus.com).

A *properly* rebuilt ADHA will restore your car to marginal performance. Sadly thats as good as that stock 2L carbed motor ever got - marginal. But a 34ADF and a 2000FI or 1800 head and it will rocket away!
