ported vacuum is drawn from above the throttle plate, so there is no vacuum there until the throttle is opened. Manifold vacuum is drawn from below the throttle so there is vacuum there whenever the engine is running.
Have you verified that the timing belt is lined up correctly? Does the engine start any easier if the choke is closed? What about ignition timing, is it close?

The choke was closed when I was trying to start the car. Opening the choke plate once the car was "running" made the rpms drop and threatening to stall out.

Between the time the car was running (back in May) and now I haven't touched anything but the carb (except for adventures with starters and thermal switch), so I assume the timing belt & timing are OK.

I'm going to figure out how to post a photo with circles and arrows and a paragraph describing what each hose is attached to; to make sure everything is where it's supposed to be.

the only vacuum hose large enough to cause your situation is the brake booster hose.

If the rpm drops once the choke opens, it sounds like you have a lean condition. It could be from a vacuum leak or lack of fuel (plugged jet, wrong float level, etc)
