I've got an '82 FI auto with new engine, wiring,etc. I've solved the idling problem but now I have noticed the fuel pump is making a consistent "whining" or "whirring" sound. It doesn't appear to be starving the engine and will idle around 700-800 rpm.
Is it time for a new pump?

yep...the pump is mounted with the bushing bracket and bolted in.
Sounds like the pump may be going out...

Fuel Pump
Located under the car and near the fuel tank, the fuel pump works as described, pumping fuel through the fuel filter and the fuel rail and into the injectors. Failure of the fuel pump can cause intermittent or total loss of power. Pumps are often noisy when failure is pending.

Fuel Pump noise
Some humming is normal, usually noticable but consistant in pitch. This is why they put pumps in the tank now, they are much quieter there.
