in the instrument panel all lights work except high beam light indicator (blue) and turn signal indicator light (green double arrow) .
There is power across #8 fuse but none to light sockets. Where do I begin after the fuse panel and before the lights?

The high beam light is very hard to see in the daylight. Also are you sure you have high beams It is common for the steering column high beam switch to fail.
The green light for the flashers is powered from the flasher. If the wrong flasher is installed or if the correct flasher has failed the green light does not will not light.
Have you looked at the back of the instrument cluster to see if the light bulbs are in place?? They make their ground to complete the circuit only when in their sockets in the instrument.
They share a common ground located behind and above the ignition switch.
