Rear brake dust shields

I've overhauled my rear brakes before and hadn't noticed at the time but now I see that the driver's side only has the larger, bottom dust shield, where the passenger side has two parts, this larger one and a smaller one on top. Is this normal, or am I just now noticing I'm missing a part?

Thanks Russ. Can't have that!
I'm going to take a trip up to Napa and do an exchange with Dave Voss for my replacement rear end, maybe he's got one I can get.
