It is on both sides. The black washer looking piece is made of plastic. This is my 2nd 85 Fiat and my other one had them also. I just never had an opportunity to ask anyone!

It's for the attachement of the boot and there is not a big washer.

I know the front hook is for the boot, but why the big, black plastic piece behind it?

I think it was for some sort of cover the car had when it was transported from factory to dealer.
Likely the dealer was supposed to remove it but did not bother. I've seen other Pinins with it still there.
