Engine Help? Valve question

I took the head off my engine to change the headgasket as I thought the gasket was shot in some places. I noticed I was leaking oil from the outside back and front of the gasket, losing coolant in the reservoir, oil in the coolant reservoir but no coolant in the oil. When I turned the head over 2 valves look like they were not seated like the other valves. Never took an engine apart but followed the instructions of the Brooklands manual. Is this the way TDC puts the valves at or not? I'll take some pics if you guys want. Thanks.

if the cams are holding the valves open this is perfectly normal to check turn the cam pulley .
