Just reinstalled my gas tank after being relined. Changed spark plugs,fuel filter and v belt.
Tried at least a doz times . How do I diagnose the problem?

Checked spark?
Checked the injectors are getting fuel? loosen the hose to the cold start injector and put it in a can of sorts. It should squirt fuel for a second or two while cranking.
Are the grounds on the intake plenum conected tight. If not the injectors won't work. You replaced the fuel filter... is it a one way filter that just might have been installed backward?
If it ran just fine before, won't be the lack of compression so either spark or fuel. Got spark so find out why no fuel. Fuel pump working?

Close Chris. The hose going up to the cold start injector has constant fuel in it. ( I know you know this, but probably said it incorrectly.) The cold start injector itself will put a steady squirt into the plenum for a few seconds. I've made a liquid pressure tester with a 5/16" nipple on the end to put on the hose up to the cold start injector (which comes directly off the fuel rail) to test my fuel pressure.
As Chris mentioned, the compression and timing should be OK still if they were OK before.
So, as to your first question: The basics of trouble shooting are 1) spark, and 2) fuel.
Check that you have spark at the plugs. And then check if your fuel pump is running, and delivering fuel to the engine. You can check the fuel delivery by doing as Chris says, disconnect the line going to the cold start valve and either crank the engine, or if your cap is removeable on the AFM, move the chrome arm and this should signal your fuel pump to run.
If you have spark and fuel you'd go on to some other, more in depth troubleshooting. I'd start with the injectors; are they pulsing? The best way to check this is with a noid light, but you could use a stethoscope and see if you hear a clicking.
Once you've checked these things, if the car still won't start let us know and we'll try to help you figure out why.

Well it was a loose wire from the fuel pump.Fell right out of the crimp connector .Started right up with a jump from my Tundra truck and rran a little rich but smooth.After i took off the jumper cables ran for about a minute then died again.
Although it has a new battery it must of lost it's charge from sitting for a couple of months while my fuel tank was being repaired.
How long does it take the alternator to charge the battery?

id say 45 min
but making your alt do all the work is hard on it
they dont run so long during normal use
so it gets hot and can fail faser
