oneway valve

my '78 fiat doesn't start very fast, it sits there and has to suck the gas for about 25-30 seconds of cranking. i was told I needed a ?PCV? or one-way valve so the gas doesn't sink back into the tank. does anyone know where I could find one, or if there could be any other cause? I wouldn't mind so much by my battery is taking the hit and some times it just barely starts, it gets slower and slower then finally it starts

the fuel can't flow from the carb bowl back to the tank. I would expect the accelerator pump is leaking and thus draining the float bowl
