Warm weather starting problem, choke?

I posted some time ago about starting problems when I have the air cleaner lid on. The car just cranks but no fire at all. This is after the car has sat a week or two. It will just keep cranking but nothing at all. As soon as I remove the cleaner lid, and try to start it, it fires right up. I'm wondering if maybe the choke is the problem? It is closed but does open up after the car is fully warmed up. I'm wondering maybe with the lid on and the choke fully closed, maybe not enough air is getting to the carb? I also have California smog and it is working properly. Is there a way to adjust the choke to maybe only 1/2 way open? Suggestions? It has a new filter so that isn't the problem. My garage does not get below 50 degrees and most of the time it will be well above that as I live in the Sacramento valley area. Any suggestions? This is really annoying. Thanks!

After my car hasn't been driven for a while, I have to crank for a while for the fuel pump to fill the carb bowl. After cranking for about 10 seconds, it will fire.
1979 Fiat Spider (since new)
2005 Lincoln LS (the wife's car)
2003 Chevrolet Cavalier (daily driver)
1999 Honda Shadow VLX 600
1972 Grumman Traveller 5895L (long gone).

That may be part of the problem but what I don't get is that when I remove the cleaner lid, fires right away. I have done this 4 or 5 times and the same thing happens each time. Remove the lid, fires right up.

What happens if you put the lid back on?

Try removing the air cleaner before trying to start it, and then moving the throttle cable. If the carb has fuel in it, you should see a squirt from the accelerator pump.

Runs fine with or without the air cleaner lid once it starts.

It does start fine when I remove the lid even after sitting for awhile.

I think the choke when cold will not allow enough air when trying to start unless I remove the lid. My best guess.

air cleaner releases it. What happens if you take the air cleaner off before trying to start it, then
put it back on, then try and start it.
