upon reving up and down feels like it wants to stall

Hi everyone,
I didn't have much time to work on my 1976 Fiat 124 spyder. I started again today. The problem im facing, when I first start the car it seems to rev low. I need to keep my foot on the gas in order to have a nice sound. I tied spraying some Carb cleaner. Not much of a change. I believe my Carb is a Weber type 32 ADFA. The previous owner installed a K&N filter right over the carb. What I need to know is there are a few things on the carb that are plugged for instance.
-Fast Idle Diaphram not conected.
-Vapour Canister connector is blocked
-EGR Vacuum source plugged
-Crankcase Blow-by connection is also capped
Is this normal when you change to a K&N filter.
Or can this be causing some problems.

i have a 78 with the 32adfa-- go ahead and rebuild the carb-- a good rebuild will eliminate alot of doubts on whats wrong later on.. i removed all emissions junk and it too helps eliminate possible problems----- you gotta connected that crankcase blow by to the air cleaner or you will just keep building pressure in the crankcase and blow seals-- let it breathe into the air cleaner-- unless the air cleaner is physicallly interfering with the carbs choke or thottle linkage it shouldn't matter. try running without the air cleaner-- change fuel filter-- check for good spark
