Sounds like another switch to look at besides the dual relay. Can it be checked or is it "solid state" stuff? I was just going to check the AFM for a "sticky flap". "Sticky" things are not unusual with this car, since is appears not to have been registered or driven much by the PO from 1987 (when it was brought from Florida to Wisconsin) until 2009 when I bought it as a non-runner (under 80Kmi). I am just now beginning to do more Engine/fuel things myself as I learn more. Did a lot of lighting work last year.
