One other thing I have done is change the thermal flasher for the turn signals to an electronic flasher. My turn signals would flash very slow when I stepped on the brake. Another thing you can check is the voltage at the lightbulb. I found when I had the brake and turn on the voltage dropped to about 9 volts, after adding a ground the voltage raised to over 10 volts, which made a difference in brightness and flashing speed (before installing the elctronic flasher which is a fixed time).
