ohmmeters don't lie! They just don't measure amperage. A wire with only a single strand will show continuity on an ohmmeter, but we know it won't carry enough current to operate anything for very long

You are correct, aint no way to get shocked checking fuses unless something really odd is going on. But i have seen many many many times where the bad connection is right where the fuse contacts the terminal in the fuseholder. If you test voltage at fuse, it can look fine, but is not getting thru to terminal. I like to very gently touch my test light to the terminals , and not the fuse, to make dang sure current is making it thru.
I was looking at one of Brad's 78 diagrams, it shows fuse #1 feeding charge light.
