OK, I just did as instructed here. The inside of my idler/damper was BONE DRY.
I removed the top cap, added oil to the two wells that are separated by the two bladed rotor that is turned with the idler.
I then replaced the top valve assy. and reinstalled the cap and then topped of the oil thru the fill hole to cover the top of the valve plate. I had the steering wheel unlocked and the front of the car raised and worked the steering as I topped off to make sure all was correct.
This process coupled with my taking up the slop in the steering box has made my steering nice and tight.

Serge told me to use regular engine oil.
All I had was some 10-30. He said that'd do just fine.

Just don't over tighten the gear box, you can cause it to wear prematurely.
