I will open by stating that I have very little knowledge regarding carbed fiats My question is: Is there a carb that can be run on a spider or a stock 1300 x19 w/o ac?

Not without modification. The bases are turned 90 degrees out from x1/9 to 124. You can put one on but would need an adapter plate for the intake manifold.
