HELP! Wont run smoothly under 1200rmp

won't idle

I reviewed the factory workshop manual, all my connections were right the first time. The only thing I did'nt have was the thermovalve for the fast Idle diaphragm, which is now right. I also found out how to adjust the fast idle diaphragm, but I need the car to be running to do so.

This time when I pulled the plugs out, they were all equally carbon fouled.

All the electrical to and from the coil and the distributor is new with new parts. The carb is adjusted as best that can be, aside from being too rich(carbon fouling) I will adjust this when I get it started.

I'm starting to lead towards the gas or the weather. First off, I live in the back of a valley, and it rains ALOT. But Feb. through April is also the rainy season here, so it's been extremely wet. I have'nt taken a sample of gas yet to see if there is water in it. I just siphoned all old gas out and put 5 gal of 92 octane in the tank less than three weeks ago. When I put the gas in I also added some STP gas treatment.

Could 92 be too high an octane? I put 89 in my Jeep, which usually takes 87 a few weeks ago, and the jeep lacked power, but ran smoother.

Could my spark plug wires have absorbed some moisture, causing an eratic spark?

My plug wires are 8mm, they are routed far apart, and have that decorative colored plastic tubing, so there shoud'nt be any crossfire.

The points are new, so what about points bouncing/float?
