timing off?

hi guys i have a 1981 fiat spider 2000 and we had a valve job done and we put a new timing belt on it and you put the plug wires on the way the cap says and it starts but it does not rev up but when you unhook the number two cylinder plug wire it revs up to about 2500 rpm so i don't know what it could be

Your plug wires could be connected in the wrong order. 1-3-4-2
Also you set your timing on no. 4 cylinder

it is set at number 4 cylinder and it is 1342 and i dont know if this matters but the guy at the machine shop shaved the head and said to retard or advance (i cant remember) the timing because it was shaved so much

If he shaved enough off to change the timing then you will probably have to use adjustable cam sprockets.

the machinist could have been suggesting to retard the ignition timing to prevent detonation. What clearances do you have the valves set at?
Ignition timing can be checked on either 1 or 4, doesn't matter which.

when cold the valve clearance is about 1 thousandths above what it should be

Yes to what Mark said. I should have said when you install the distributor it should be at no. 4.
