I would suggest you attempt to get everything lined up before installing the new timing belt. If you put the belt on while the engine is out of time there could be additional damage caused when turning it over. This is easier said then done.
Good news is your camshafts have kept their relationship to each other. Pull all the plugs to help release any compression and line things up slowly starting with putting the cams in the installation positions. Then slowly move the crankshaft into position stopping if you feel it get stopped. If you do you will have to move the camshafts to allow the crank to move. Its pretty touchy but you don't really have a choice at this point.

I hope I didn't imply installing a belt out-of-time. I just assumed from the posts that anyone installing a belt would align the motor properly

I was just trying to make it a little clearer since the cranks moving. I had to do this myself a couple of weeks ago on a 4g63 so its fresh in my mind as something that might not be thought of.
