You can remove the plate on the top of the tank for the sender. The problem is you won't be able to access the whole tank. The tank has baffles so you'll only see about 1/3 of the insides. If you were to siphon out as much as possible and then slosh new gas around in it (jump up and down on the bumper?) then siphon that out it may get all the crud out.

here is what i do. I wrap duct tape around the filler hole, a few layers thick. then i poke a small hole into it and insert my air chuck and blow gently. of course you have to have the fuel hose disconnected. this works great and it even continues to blow the leftovers out of the tank. you can hear it sputter droplets out of the line then all you hear is air. Your done, just like that.

Re: fuel removal
I recently bought an 80 FI that had been stored with out running for 15 years. I Jacked the rear of the car as high as I could and placed jack stands for safety. Then disconnected the input line to the fuel pump and pointed the hose straight down into a 5 gallon pail. Most of the fuel drained out. Be prepared for a strong varnish odor. Then I reconnected the line and disconnected the line to the cold start valve. Connected a hose to the rail and ran the fuel pump till the fuel just about stopped flowing. I out a couple gallons of fresh gas in the tanks and pumped out a couple more quarts of of the mixture. I was comfortable with the fuel in the tank being good and with the sender removed there was no noticeable rust or sediment in the tank. The car started and ran well. However about 50 mile later the fuel pump failed. When I removed it I found it failed because of tiny particles if dirt in it. I installed a Fram low pressure filter before the new pump and have not had any problem with the new pump. I have been second guessing my not pulling the tank and cleaning it out of the car. Then again maybe the pump was just going to fail because it looked like the original pump.
