1974 Fiat Spider - taillights, brake lights, side lights all work but no headlights - any suggestions?

I would just start with the simple and move forward - see if fuses are not blown. On mine I have four fuses for the headlights - one each for high, low and each side.
I had to run new wire to a light - broken wire kept shorting. Was issue with wire rubbing with the dreaded firewall failing at clutch cable.

I would add that I had various light issues last year and solved all of them by removing each fuse, scuffing the fuse ends and contacts in the fuse holder and applying a smidge of diaelectric grease to every fuse ends.
Just today while trying to work out new front blinker wiring, I had a headlight not working and just rotated a fuse and it worked.

There are 4 headlight fuses. Usual positions are 3,4,5,and 6 with fuse 1 being closest to the steering column. The blue black wire on the ignition switch "int" terminal connects power to the headlight switch when the ignition switch is in the "run" position. When the headlight switch is 3 position Up is Off, center is parking lights from the hot all the time circuit and down is headlights and parking lights on from the hot in run and start position of the ignition switch. Power from the headlight switch is then fed to the steering column hi/lo beam switch switch. Depending on what position that switch is in, either the 2 lo beam fuses or the 2 hi beam fuses are powered. The fuses then power the headlight bulbs. Wach headlight has its own ground wire that is connected to the grounding pod on the respective fenderwell under the hood.
