Why would it start blowing when the key is turn on.
There two connections. I tried switching them.either ways
Steering wheel is off and nothing is touching.that I know of

Looking at the wire diagram on Mirafiori.com it looks to me that there is a horn relay. This relay is powered off of fuse 1 which might be "hot in start and run". I am not sure. However for the horn to blow the relay has to have power going to it. It could be the relay contacts are stuck together or it could be the wire that connects the horn button to the coil of the relay is shorted to ground somewhere and causing the relay to engage as soon as the relay has power applied to it.
