My parking brake is adjusted to the book, the cable and linkage seem to be working fine, but even with the handle pulled up as far as I can pull it the car will still roll backwards on the slight incline of my driveway.
I've jacked up the rear and tried to turn the wheels be hand with the parking brake full on and I can't turn them, so I know it's working somewhat. What else could be causing this problem? I'm afraid I may not be able to get an inspection sticker.

Try setting it while you have a little more pressure on the brake pedal. Also peel back the boot on the caliper to ensure that the parking brake cams have a liberal amount of grease on them.
