Adjusting parking question

I have rebuilt the rear calipers and installed a new brake cable. I have not filled the system with fluid. I can not get the parking brake to lock the rear wheels no matter how tight I make it. Do you need fluid in the system to adjust the hand brake? I believe that I have installed the mechanism in the calipers correctly.

Yes the system needs to be working properly, then adjust
1978 Spyder 1800 make that 2L! Finally making real progress!

If you manually move the parking brake lever on the caliper (use a screwdriver for leverage)
you should be able to see the piston move.

Okay thanks
I can see the piston move. I can lock them up by manually by pushing the lever on the calipers by hand but the cable does not do it. I guess I need it bled first. I initially had one mechanism wrong. If you assemble it backwards, it will still move the piston but not enough and what a pain to assemble it either way. I had to modify a c clamp to get it together.
