Does anyone know what the heck this thing is??? It connects to the heater core hoses and has a 4 ft long electrical plug that was tucked behind headlight.

It looks like an aftermarket heater, to heat up the engine before startup. Usually called a block heater, as they often go into the engine block, replacing one of the freeze plus. Commonly used in the snowbelt.
