The ADFA must not have that pulley, then. Weird.
Regardless, I think the cable is the source of the problem. I will likely have to clean it this winter. Thanks for the help!!

Fast idle: resolved!!!
Woo Hoo!
The culprit was the throttle return spring on the carburetor itself. I cleaned the throttle cable for good measure, but it didn't solve the problem. All I really had to do was give the spring (the one below the choke chamber) a good cleaning with PB blaster and carb cleaner. I worked it a little bit and everything is great now!
Based on my research, this is a common problem for this carburetor, so hopefully this will serve others with the issue.
