u can see by the first photo that the primary and secondary are open, now i just held the throttle and next photo u will see it closed itself
now it closed and the throttle is in the same opening position
< this photo shows how when i open the throttle that the secondary linkage slides on that opening small cut out, it pivots down ward ,as u can see the small cut out opening, but once it down,then in a few seconds the secondary throttle plate will close again
SO what is going on ?

Everything in those pictures looks normal. Take a picture of the throttle with the secondary closed and the primary fully open, as in, when it has "snapped shut."
The only thing that can cause that is the piece with the spring hooked to it is loose, stripped, or broken where it attaches to the primary shaft. If that is the case then it was forced shut at some point in its life.

Ok, I'm in the garage. My mornings start more like around 11 on Saturdays haha.
I'm looking at mine, and it doesn't make sense how it would be slipping like that. Try tightening the main nut that is in the middle of the main rotating part that has the rod link that the throttle pulls. That's the only place I could see a slippage happening.
Or... Tell the people you bought it from and send it back for them to make right or replace.

if your car is a 79, the link rod is compressible. If the carb works fine on the bench, it doesn't know you bolted it to the manifold. What you're describing would cause the car to fall on its' face when driving if the secondary snapped shut during full throttle acceleration. The secondary should only open with the gas pedal nearly on the floor.

Finally I let my mechanic look at my car with the carb on it, he defiantly said there something wrong with the linkage to the secondary, I told him from day one that this carb was junk. So any ways ,thanks for your comments in trying to determine the problem, I will be sending this one back to direct carbs and try he a refund, I have a new empi coming
