Crank windows or power
This 79 I got, it has the upper console with the opening for the buttons as in 1980 power windows, but there cranks on the window, just asking it it was possible that it ws power at one time

The possibilites are many:
Doors could have been changed
Doors could have been converted from power to manual crank
Upper console could have been switched from one without holes for power switches to one with power switches

So very true, but was the 79 power windows?The wires are ther for power windows, just like my 80
