OK here's the rub, when I removed the old one I had to use a puller & it destroyed it, only came about half way off & then the outer part came off & left the inner sleeve on the shaft (bearings everywhere), had to use the puller to get that part off too.

I am replacing it anyways so that's not the problem, but putting on the new one after cleaning the mount shaft with emery cloth it will only slide on, with a little wiggling, about half way.

Does this bearing need to be pressed on with the nut & washer or should it slide on by itself?
Do I need to go after the mount a little more with emery cloth or is it OK to use the nut & washer to get it all the way on?

It should slide tightly on with no wiggle. Had the same experience recently, I had to very carefully ensure I cleaned the shaft evenly all the way around using WD40 to soften the oil residue that had built up and cooked on.
