Just a question on the exhaust

If there ws no catystic converter on this 80 I have, do u think they will make me put one on,. I am getting my exhaust done soon as my muffler arrives, so in asking this,,,, can I just run with the muffler, or do I need the resonates, ?
I know if it is the law then I am sure there will be a catystic on,

Who is "they" in Minnesota? I cleaned out my Catalytic Converter and planing on replacing it with a test pipe one day.
I don't know if the people at the shop care, if they do, find a shop who doesn't
