This is an 1800 head on a 2L block. Is this normal?

I think you have the aux pulley and exhaust pulley swapped. On the back side of the intake pulley, there is usually the letter "A". There is often an "S" on the exhaust, but regardless, one pulley has a lip facing forward, the other, aft. i don't remember if the aux. pulley has a lip.

the 1800 head has smaller combustion chamber which will give you greater compression,
The 2L head didn't have any guards on the pulleys, I can't remember if mine have the 'A' (A means Aspiranzione which is intake ) of 'S (S means Scarico is Exhaust ). In saying that if you car is runing fine and pulls through the rev range, id use the 'if it ain't broken don't fix it' and only worry about it when you next have to change your timing belt....

Looks ok. They tend to wander a little bit but yours are on the gears.
Look at this one aligned almost like yours (yours is aligned more towards the front of the DS wheel but this one is more towards the back; regardless, no problem at all):

Your belt doesn't look misaligned to me. Guarded pulleys are not as thick as unguarded ones, so it rides about .100" from the edge of the unguarded pulley, and on the edge of the guarded one.
You shouldn't have a problem as long as you have a guard on the front and back of the belt at some point. In your case you have a rear guard on the intake cam pulley, and front guard on the aux pulley (the crank pulley also acts as a front guard)

I am no expert, but personally I would be MUCH happier if my cam gears had guards on em like the older engines. Methinks something is fishy with your setup.

my 80 fi has the idler pulley with the ridge on the back side. cam pulleys have no ridge

I just rebuilt this engine using a variety of engines/parts. The original setup was using two plastic gears- One on the exhaust and one on the aux shaft. With other parts being swapped, I just put those steel gears in place where they would fit and went with it. Is there an official consensus on how the gears should lay out?
It seems to me that the input gear marked with S (and inside lip) should go on the exhaust, the wide lipless exhaust gear would go on the aux shaft, and intake should have the Aux gear with the lip on the outside.
Rotate everything counter-clockwise.

1. Front guard exhaust, rear guard intake, front or rear guard aux
2. No guard exhaust, no guard intake, rear guard aux
You may not be able to use the no guard pulley as an aux pulley, it is wider and may interfere with your crank pulley.

All I know for sure is the you sure have a gorgeous engine bay! I'd show mine off if it look half that good
