sounds like you have a vacuum leak. you can use a propane torch, not lit, and wave it around the intake. Most likely you've forgotten to cap off a vacuum line somewhere. When the opening sucks in the propane, the engine will speed up. Turn off the torch and cap the open port, or replace the gasket as needed. sometimes it's the manifold gasket itself, so wave the torch slowly around the intake, base of the carb, etc. looking and listening for leaks.

don't forget to check for intake manifold leaks. can cause a ton of grief and symptoms just like you are experiencing.
