dont cover it yet
let it go for two weeks to see if its still growing
then scrape off anything you can
if your sure its done sand it down smooth and prime and paint the prime is the sealer
it will never look like new but you could fiberglass over it and smooth that before paint
when you do everything correct people arent sure youve done anything at all (futurama)

For non-structural rust repair, this technique has proven to last a very long time:
http://dcfiats.org/tech/POR-15-2.pdf

Because the stuff is so expensive, I immediately transfer a new can to a dozen baby food jars, with a layer of Saran wrap between the lid and jar. Use the can remnants for your immediate job.

I was lucky to find a supply here in Ottawa for $12.00 4oz can and $40.00 pint and $60.00 a quart
4 oz.covers @ 12 sq. ft.
Pint covers @ 50 sq. ft.
Quart covers @ 96 sq. ft.

for all that I have read about this product POR 15 is worth every penny and I look forward to putting this on Fiona

Read the instructions well, prep and apply as suggested it can blister up if not done right.
