I have a 80 carb head that needs some work and a spare FI head. What are the differences and can the FI head be used? Also need to know if the head bolts can be re-used?

Are you putting the head back on an engine reqiring all the emission plumbing? If not , I'd go with the FI head. They are interchangable without any issues.
Head bolts can be reused but chase the threds in the block with the right sized tap and add a drop or two of oil on the threds and ontop of the washer.

I'm taking off the smog equip. I was considering the 1800 head but that means finding and rebuilding one. The FI head came off an 81 I'm putting together but sand in the fuel rail has put that on the back burner.

The heads are the same dimensionally, the carbed just has extra passages for EGR and air injection.
The headbolts can be reused, but do not be surprised if a few start stretching. You will know they are stretching because you will keep turning the torque wrench and they won't reach the proper torque.
Sounds like you have several engines, so if you have 2 sets of headbolts than you should be fine.

I'm planning on taking the smog stuff off of my 1800 as well. Are there threaded plugs that can be used to fill the holes there the air injection is right now?
Does anyone know what thread pattern to look for if they are in the hardware store?
