I'm guessing its not self canceling, or will self cancel in one direction but not the other. The problem is the spring for the floppers. That piece can be switched out, but the whole mechanism must be disassembled in order to do so. The two rivets on the sides must be drilled out so the mechanism can be separated. Each of the lever discs will have a spring and a small steel detent ball that will come out upon removal and require careful placement during reassembly.

that spring thing broke, that why i am wondering is that piece can be replaced,
or is it all on the arm assembly? OH so it is all attached to the blinker arm?

There is another spring for a pin that is within the steering wheel hub. The pin engages the collar. The collar has a raised area that engages the self canceling floppers.
Now that the two modes of failure have been identified (via springs in both cases), you need to determine which one is at fault.

here is what happend, i put the cowel on around the steering whhel and when i turned the steering there was a click and a bad noise, well i left it be , then i took the cowel off and there was broking piece in the cowel with 2 small springs
